About Anna Stout
Anna Stout is the inaugural Executive Director of AlignCare Health and a former Mayor of Grand Junction, Colorado (2022–2024), bringing more than two decades of leadership across nonprofit organizations, public service, policymaking, and cross-sector systems change. She currently serves as a City Councilmember in Grand Junction.
As Executive Director of AlignCare Health, Anna leads state and national efforts to advance the Human-Animal Bond as a Social Determinant of Health (SDoH). Her work focuses on policy development and cross-sector partnerships that improve health equity and expand access to veterinary care, recognizing pets as a critical influence on human health outcomes and quality of life.
Prior to AlignCare, she served as CEO of the Roice-Hurst Humane Society from 2015–2024, where she led its transformation into a nationally recognized model for integrating animal welfare and community health. During that time, she served as co-chair of the Animal Welfare Association of Colorado’s Advocacy Committee and helped lead key legislative efforts.
Anna is also the founder and president of the Foundation for Cultural Exchange, established in 2004 to create Grand Junction’s sister city relationship with El Espino, El Salvador. Through the organization, she leads cultural exchange delegations, oversees a scholarship program for community youth, and has organized several spay-neuter and community health initiatives.
She is also the founder of Luminary Strategy LLC, a boutique strategic advisory practice. Luminary works with high-capacity women and men in visible leadership roles, including nonprofit executives, founders, and public leaders navigating complex systems, competing pressures, and heightened scrutiny.
Anna is a Certified Animal Welfare Administrator (CAWA), Certified Court Interpreter (Spanish), and ATA Certified Translator (Spanish to English). She holds a Master’s degree in Global Affairs with an emphasis in Organizational Leadership from the University of Denver and a Bachelor’s degree in Spanish Literature and Language and Applied Professional Spanish, with a minor in International Relations, from Colorado Mesa University.
In addition to her elected service, Anna serves on numerous state and civic boards and commissions spanning public policy, media, veterinary medicine, and civic leadership, including gubernatorial appointments to the Colorado Geographic Naming Advisory Board (Chair) and the Colorado Board of Veterinary Medicine.
