Courageous Colorado’s research and reports are grounded in the belief that Colorado’s future will be shaped not by ideology alone, but by our collective ability to listen, learn, and understand the systems we share.
Our analysis is designed to be independent, cross-partisan, and rooted in an open systems approach. We believe durable solutions emerge when we bring together diverse perspectives, examine how institutions interact, and remain open to learning from people across political, geographic, and sector lines. Rather than beginning with predetermined answers, we begin with inquiry — asking what Coloradans are experiencing, where systems are succeeding or failing, and what opportunities exist to build a more representative and responsive future.
This work is informed by ongoing listening and engagement across Colorado. Through community conversations, statewide tours, partnerships with local leaders, and collaboration with practitioners and experts, we seek to ground our research in both lived experience and rigorous analysis. We pair local insight with national learning, drawing from emerging research, reform efforts, and innovative practices from across the country while remaining deeply attentive to Colorado’s unique context.
Our reports are intended to help leaders, organizations, policymakers, and residents better understand the forces shaping our democracy and communities. We produce research not to inflame polarization or reinforce partisan narratives, but to create shared understanding, surface new possibilities, and support courageous decision-making. In a time of increasing distrust and fragmentation, we believe independent analysis and honest learning are essential to building a healthier civic future.
By combining listening, research, and cross-sector collaboration, Courageous Colorado aims to contribute thoughtful, credible, and actionable insights that help Colorado become a national model for democratic renewal and shared prosperity.
Colorado’s Closed Road to the Ballot

Colorado’s Closed Road to the Ballot examines one of the most overlooked barriers in Colorado’s democracy: the difficulty everyday citizens and independent voices face in accessing the ballot and meaningfully participating in taxpayer-funded elections. Through independent, cross-partisan analysis grounded in listening and learning, the report explores how current systems can limit political competition, constrain voter choice, and reinforce public frustration with politics. Drawing on research, national comparisons, and conversations with Coloradans across the state, the report seeks to elevate a broader conversation about representation, participation, and whether Colorado’s democratic structures are fully aligned with the state’s values of openness, innovation, and civic inclusion. In doing so, the report highlights what Courageous Colorado calls the “Colorado Democracy Paradox” — the tension between having one of the nation’s most accessible voting systems for voters while maintaining one of the most closed and complex pathways for candidates and new voices seeking access to the ballot.

We completed our fall Activation tour last year and this involved collaborative strategy sessions, shared work, and a united push toward building a more representative, courageous, and future-oriented politics. By blending grassroots wisdom, national best practices, and statewide leadership, we are creating a roadmap for change that is both grounded and ambitious.
